Can you bill a late closure 13160 3 days later

New question, Tammy if you are out there, I'm listening! (:
The doctor sometimes bills for a late closure of the wound CPT code 13160 3 days after the 28003(which has a 90 day global) Is this incorrect? Can he do it if there is a reason?/
 
Yes, if this is documented as a stage procedure and the reasoning why the physician needs to do a secondary closure (eg, wound had to drain do to infection). CPT 13160 will need a 58 modifier when you bill it.
