If a primary care provider sees a patient for a problem visit and sees they are overdue for screening tests that aren't related to any of the current chief complaints (example, mammogram) can you count the ordering of the mammogram toward data?
 
If you are seeing a patient for a problem oriented E&M, I see no reason not to count a test ordered.
