Wiki Carotid stent that becomes carotid endarterectomy

I have a patient where they did all the work of a carotid stent but then weren't happy with the results and continued to open the patient up and perform a regular carotid endarterectomy. Can we bill for both? Can we bill for the stent with a modifier 52 or 53 and then the open surgery to show all the work?
