Wiki Cash or State?

If a patient has two insurances, the second one being a state funded insurance. Which stock of vaccines would they recevie...Cash or State? Would they receive cash vaccines that the office purchases because they have a private insurance or would they receive state supplied vaccines because they have a state funded insurance (ex. Medicaid of NC) as well? The claim will be sent to both insurances. Does anyone know the answer and has documentation to prove it?

We have been filing the claim like Medicaid...using Medicaid modifiers and codes, and using shot administration codes and zeroing out the price for vaccines. Sending the claim to the primary insurance and letting them pay what they will then sending the claim to Medicaid. Now this process is being questioned and I need proof to show the correct way. Please Help!!!

Here is the reference for New York.... The link says vaccines for children, but there is also information for the uninsured as well. http://www.health.ny.gov/prevention/immunization/vaccines_for_children.htm
