Wiki cerclage removal during c-section

Patient's cerclage could not be removed prior to labor. She presented to the hospital at 36 weeks with ruptured membranes and underwent
c-section. During the c-section, the doctor removed the cerclage stitch. Would it be appropriate to bill modifier 22 for the additional procedure?

If your practice put in the cerclage, removal is included.
This scenario could differ, but cerclage removal is typically something very minor/insignificant which would not justify -22 on a C-section.
