when patient is scheduled for cervidil induction due to post dates 1 day prior delivery, can it be billed out separately? and if so is the correct code 59200?

Yes. In general, labor induction is included in all of the codes that include delivery, but many payers will allow additional payment when the procedure is performed the day before delivery to induce so it is worth giving it a shot. 59200 would be the correct code for this.
