Is it okay to bill an E&M visit & modifier 25 with procedure code 30903 for a new and/or established patient if it is a NEW PROBLEM to the physician?? Also, is it okay to bill an E&M & modifer 25 with procedure code 31575 for a new and/or established patient if it is a NEW PROBLEM to the physician??
 
30903 and 31575 can both be billed with E/M visits, whether it is a new problem or not. So unless I'm missing something in your question you are ok to bill both with the 25 modifier.
