If a patient comes into our office for a General Surgery consult and the doctor ends up doing a minor procedure in the office, would you still charge the patient a co-pay?

Office Consult w/procedure

Since the patient will be charged a consult visit if not medicare and you would apply a 25 if minor (10 global) procedure done in office yes a copay would be taken. Insurance will take it out of the office visit cause E & M can be billed with procedure on same day with modifier.
