Can a chiropractor provide physical therapy services, using GP modifier 97140-GP, 97110-GP, and bill "incident to" under MD?

In theory yes; however, where the DC has effective control over the practice by either ownership or management control, this practice has either led to FCA liability or in extreme cases, criminal exposure. I do not recommend it.
