Pls post all your expertise knowledge with references from CMS for all the below scenarios. We are working for different physician group practice

Scenario 1 : Patient presented to ED at 8 PM followed by an admit to observation by an internists at 9 PM on the same calendar date following the ED visit and discharged home on the same day @ 11:30 PM by an internists

Scenario 2 : Patient presented to ED at 6 PM and a Specialist (cardiologist /General surgeon) been consulted to admit the patient to observation belongs to one group practice and an internists discharged the patient at 9 PM on the same calendar date belongs to another group practice

Scenario 3: Patient presented to ED at 9 PM and a Specialist Pulmonologist been consulted and not admitted the patient to the Hospital
