Clinical trials billing - HELP PLEASE!!

I work for a cancer center in Nebraska. We participate in qualified clinical trials. As part of the agreement with the "research payor", they provide the drug and pay for the first 2 admin codes (96413 and 96415). Unfortunately, the other administration codes rely on these as they are add on codes.

I have been reading Medicare publications for 2 days and am still none the wiser! I would like to know if there is a way to report 96413 and 96415 to CMS as "no charge" services so that they do not pay for them but will pay for the subsequent add-on codes.
