With this new rule coming into effect can anyone provide something in writing that supports a coder will need to assign an outpatient code instead of an inpatient admission code if the physician's documentation does not satisfy the new requirements of a certification and signed formal admission order+certification are not in the patient's medical record. We know that CMS will not allow payment for inpatient codes if these requirements are not satisfied, however, we are looking for something in writing to support a decision to assign outpatient/obs codes instead.
