Can we collect as self pay for patients who are trying to obtain Cobra? Will the insurance reimburse the member?

My policy is that if a patient comes in with no insurance or "pending" insurance, they are cash pay. We will submit a claim on their behalf and refund if the carrier pays. Otherwise you are chasing after the payment and that is never good.
