Wiki Coding by DOS or Date Coded

Ok, I know the answer to this question but I pose it anyway. A coworker of mine, who doesn't do any coding at all really, said that she codes based upon the date coded not the DOS.

Example of what I am asking is here.

Date of Service is 12/12/2012 but the date it is being coded is 1/3/2013. What coding books do you use for CPT and HCPCS? 2012 or 2013?
 
The effective code set you use is based on the date of service always. that is why the activation dates are always stated as visit date activation.
