If there is a diagnosis(impression) of increased IOP without mention of open-angle glaucoma (24 mm Hg) can I use code 365.01? It seems to me I should code for this clinically significant finding although glaucoma/preglaucoma is not mentioned with the finding.

If it were me I'd take the ICD-9 code book to the physician and show them the options you are presented with and let them make the determination; looking at the codes and using your description of the visit it could be almost any of the 365.0x codes.
