Hi,
Are there any billable codes for a non licensed counselor? For example, she handles all the paperwork, picks up patients from hospital, etc. Case Management?

No, what you are describing here are administrative and support services which do not have separate CPT codes. Those are incidental to other healthcare services performed by the licensed providers.
