Can anyone advise me on this question?

If a patient has cardiomegaly due to HTN, is it appropriate to code the conditions as 402.91 and 429.3?

I agree, just the 402.9X code would be submitted.
Just be sure, if you use 402.91 that the patient has heart failure.
402.90 is for Hypertensive heart disease without heart failure.
402.91 is for Hypertensive heart disease with heart failure.
