Scenario: Hair tie or other banding material banded around toe with generic procedure to remove it.

Question: Should that be foreign body ( superficial ) route of coding or encounter for healthcare services. I am unsure because they did a procedure to remove the banding material?
 
What did the physician document as the CC and reason for the visit?

My thoughts: was the banding material placed around the toe as part of treatment for an acute condition that is no longer present & now needs to be removed; is the patient presenting because of complications of the banding material; or was the banding material placed on the toe by the patient and is now causing pain, ischemia, etc.
