What is the going salary rate for an entry level coder in WI? Would I be responsible for purchasing my coding books for the position?

Should I be asking for $17 an hr or go lower? I have a CPC-A through AAPC no college degree, no specialties. I am considering working remote. I see some post where coders have to purchase coding books and computers. That I can't afford as an entry level coder. Appreciate your comments.
 
Many of the remote companies provide computer. That's if you can one that doesn't want years of experience.
