A surgeon that I bill for wants to bill for the 15002 with the 13121 etc. I told him according to my bundling matrix unless you have an appropriate modifier they are inclusive. He feels that we should use the 51 modifier and I do not think this is correct. Also any advise on billing for the scar revisions, maybe we are looking at the wrong codes. Thanks.

I have asked this question as well for the very same reason. And I have gotten different
answers. However I went over these codes together with my instructor and per the 2013 cpt book pg 74 under definitions you can use these codes together. So again per my instructor I append the 59 modifier to the 15002 or 15004 when using the complex repair codes. I hope this helps.
