If we do the technical component of a x-ray/US/CT and read by an outsourced radiology group. Can we count that as a Moderate Independent review if we review with patient and give an interpretation and document in patient chart?

From my experience, yes you can. That's what I've always been advised to report as in my coding positions.

It's always best to post you question only once, in whatever forum you believe most appropriate. Sometimes with multiple postings, there will be 2 parallel discussions of the same question.
