By '95 guidelines a "comprehensive exam" can be "a complete examination of a single organ system", buy what constitutes "complete"? And can someone point me to some documentation of that?
 
There is no documentation guideline

1995 guidelines are very vague. There is NO guidance anywhere that will define what is meant by a complete examination of a single organ system.

What I tell my physician - in particular the specialists who like to use this - is that they should outline a comprehensive exam for their system specialty. They should break it down into bullet points, and then determine how many of those bullet points constitute a DETAILED exam, and how many constitute a COMPLETE exam. They should keep this in their compliance plan and ensure that they use it in determining level of service. In this way they will have a defensible position when audited.

A good place to start is with the 1997 specialty exams.
