Could anyone tell me if dilation is a factor in making the eye visit comprehensive?

I understand you need one of the following for Comprehensive:
A new/change/discontinue/continuation of eye glass prescription and/or medication.
Arrange for speical opthalmological diagnostic and/or treatment services
Request a consult....
Order lab.....
Order radiological.....

Just unsure if dilation takes you from intermediate to comprehensive if all other bullets are met for a comprehensive level of service.
If you have a source to back that up as well that would be great!

dialation

Dialation doesn't automatically make it comprehensive, but to get comprehensive the patient must be dialated or a reason must be stated for why they weren't or can't be.
