Confirmation of Pregnancy vs ACOG packet

There has been some conversations in my OB practice of charging for the initial OB visit. It is my understanding that as long as the ACOG packet is not started until the next business day you could charge for that first visit. I am looking for some written confirmation of this policy. Any help with this would be much appreciated.
