Wiki Consult after 95886 - need help

Need help as this is not what I usually handle - have been asked, if a patient is referred to the neurologist for just a 95886 and then is referred back sometime later (approx. one month) to be seen by the neurologist for treatment, is this patient now a new patient since there was no E&M ever done?

The patient will be considered established after having an EMG, since the supervision requirements of EMG dictate that there must be a face to face service between the physician and patient.
