Can you bill for a consult at the hospital without actually seeing the patient(no face to face) because the patient was off the floor for a procedure?

No you cannot. Without a face to face with the patient there could be no consult. All 3,key components must be met for a consult or initial inpt visit, which means there must be an exam. To have an exam there must be a physical presence.
