If a mom calls to make an appointment for a new patient to the practice and says my doctor told me to make an appointment, can this be a consultation or just new patient visit. Consultation would need to be from the doctors office verbally or written? Correct.

You have answered your own queston :)

To bill a true consult the request must come from the doctor, not mom, and a report go back to the requesting doctor. You got it!!
