when patient comes in for sick visit and also needs a pre-op physical can you charge the consult code 99244 and charge the OV 99213 with mod 25

does the insurance cover a consult and sick visit on the same date of service

The physicians seem to think that you cannot charge an Ov the same day as a pre-op. HELP!!!!!!
