Wiki Consultation to a surrogacy agency

My perinatology physician will often do ultrasounds/consultations for future surrogates. Can she bill a consultation code (9242-99245) when the requesting provider is a surrogacy agency not a physician? I do not have an individuals name just the company's name. I'm thinking I should bill a new patient visit. Has anyone had anything like this before? Thanks so much.
 
The requestor must be "a physician or other appropriate source." Other appropriate source is not exactly defined, but I personally would not consider a surrogacy agency (especially without a name/department) as an other appropriate source.

Additionally, so many insurances will no longer accept consultation codes that we have stopped using them altogether.
