Wiki Consultations - new to IR coding

I am new to IR coding and I have a question regarding billing for consultations. Is it common for the IR docs to bill consultations or even office visits with every patient that they see? It seems that a patient will be scheduled for a test and a few days before the test the md will see the patient and bill a consult or office visit, is this a common practice for this type of service?

We're often asked to consult and we have an out patient clinic where we do non emergent consults as well as patient visits. But you have to have a request for a consult. If a test is already scheduled, it doesn't sound like a consult is needed. This may be just someone taking history and physical which is always done before a procedure but isn't a separate E&M code.
