Wiki Consults with allergy testing, bronchial testing

We are billing 99244-25 consult codes with 94060 bronchial testing, and 95004 allergy testing. Per CCI edits they are not bundled, but according to Unitedhealtcare they said that the modifier is not correct, and they are bundling the 99244 and 94060. Anyone have any ideas as to how to bill a new patient consult with these codes?
