Wiki Correct Coding of PVD

My Risk Adjustment team can't agree on the correct coding of PVD when the documentation supports only Diabetes and and renal artery stenosis. There is no mention of peripheral angiopathy, which is assumed related to Diabetes and is included in the "DIabetes with" in the Index, but what if it is a vascular condition in the PVD HCC category, but is not specifically listed in the index. Should vascular conditions present such as renal artery stenosis, or abdominal aneurysms be support for coding E11.51?
