When a physician counsels and does not counsel a patient (who is under 8 years of age) for immunizations during the same preventative visit, how should the administration fee codes be billed? For example, a patient comes in and receives the following:

90645 - HIB (Not counseled)
90707 - MMR (Counseled)
90716 - Varicella (Counseled)

Would you bill 90465, 90466, and 90472 or 90465, 90466, and 90471? Thank you for your help! :)
