Counseling and/or coordination of care

When coding based on time spent counseling CPT states more than 50% of the visit should be spent in counseling and or coordination of care. If 50% (example 20 minutes of a 40 minute visit) is in counseling can you use time as the controlling factor?

Must be more than 50%. Time spent counseling or in coordination of care must "dominate" the visit.
