Good Afternoon,
I work for a FQHC facility, we have a lot of patients that have came to the clinic to get tested only and a lab order is created for them but no office visit. If the patient tests positive for COVID-19 most of them are being scheduled to be seen by us. Would we be able to Code as a New Patient visit even though our doctors had sent the order for the lab?
 
Yes, you would bill as a new patient. The decision on whether or not to bill 99201-99205 vs 99212-99215 would be if a physician related services such as an E&M was previously billed. In this case, since no professional service for provider was billed, you would be ok to bill the first actual E&M as a new visit.
