Wiki CPT 20680x2 units

I have a provider who wants to bill 2 units of CPT 20680. His operative report shows that he removed the intermedulary rod, a proximal screw and a distal screw. I am of the understanding that the rod and screws are all part of 1 implant and only one should be billed. Does anyone have any additional informatin to support my provider wanting reimbursement for two units of implant removal?
 
If it is all from the same injury site, regardless of the number of screws, plates, rods, or incisions; only 1 unit can be billed. See CPT Assistant June 2009
