Wiki CPT 29130 with HCPS code L3923

Patient came in with a thumb injury from playing football and provider applied a thumb splint (L3923). Can I bill both CPT 29130 and L3923? CPT description only states "application of finger splint". But I am finding conflicting information that if it is a pre-fabricated splint that these cannot be billed together.
