Wiki CPT 95145 billed to Medicare

Help please! We are trying to bill code 95145 x 10 units to Medicare. They state per the MUE changes effective July 1, 2016, we can only bill 1 unit per claim per day unless we bill with the correct modifier. We have tried billing on separate lines with modifier 76 and modifier 59. Neither will bypass this edit. The edit reads that we can bill 10 units per day so I'm not sure why our claim keeps denying. Medicare is NO help at all. Can anyone shed some light on this?
