Wiki cpt 99001 and 99002

Our practice does a few swabs in the office and send out to external labs for results. I am understanding the 99001 and 99002 as handling fees? However, when billed they come back as not right service location. I have used both location 11 (office) and location 2 (telehealth) what location should I be using for possible reimbursement?
