Can my doc bill for writing the chemo order for an inpatient that will get their chemo at the hospital. He states that MC will not pay but BCN and BCBS etc will.

A provider cannot bill for writing an order and there is no code for this. If the provider saw the patient face to face and wrote an encounter note you could bill for the encounter... maybe. Medicare will not reimburse for the encounter on the same day as chemo unless it is for reasons unrelated to chemo. Perhaps this is what your provider is referencing.
