a local practice sent a new policy out to patients stating when you arrive for your appointment you need to present a credit card and sign an authorization for them to charge it. If you do not present a credit card your appointment will be rescheduled. Is this legal? Do any of you do this?

I bill for a CA neurologist & they have a form for credit card auth for balances due. However, not everyone does it, some patients do say no to this.
