If the doctor dictates a critical care that starts at 11pm 4/20 and ends at 1 am 4/21 the next morning, what DOS do I indicate? can I bill the codes for example 99291 and 99292 for 4/20? or do I have to break it down bill the hour for 4/20 and the remaining time for 4/21?

You bill the DOS in which the Critical care was initiated. So if it started on 4/20 that is the date you will bill for.
