Physician is called in to assist with critical newborn due to respiratory distress, she performed resuscitation. Physician set up transfer to a children's hospital. Physician set with patient greater than 3 hours, documented in chart.

Can we code 99468, 99356 and 9957x4?

No. You are billing for the referring institution, so you should bill time-based critical care codes 99291-2. The receiving institution will bill 99468.
Neonatal and pediatric critical care codes are billed once per day, and are intended to encompass all critical care service provided to the patient on a given date of service. 99356 and 99357 are not applicable to these codes, and it would be inappropriate to use them together.
