Wiki CRNA bill a 99231?

Does anyone know if a CRNA can bill a 99231 if they are the ones providing follow-up visits for continuous catheters left in place for post-op pain management for 2 or 3 days after surgery? Or, is an MD the only one who can bill out an E/M code?
