Wiki CRNA performing IV insertion when patient presents a challenge

I am conflicted in allowing 36410 when the CRNA inserts an IV after the bedside nurse is unsuccessful. My conflict is that 36410 is for venipuncture which is for specimen collection, not IV insertion. Another concern is the IV insertion is integral to the hydration and injection charge. Does anyone have a reference that clearly indicates CMS is okay with 36410 being used when a CRNA inserts an IV cannula when a nurse is unsuccessful?

36410 is the correct code to use as long as the documentation supports the service.
