The flexible cystoscope was advanced in the urethra and identified a very tight urethral stricture in the penile urethra. This was approximately 8 or 10 cm in. The wire was placed without difficult in and then it was felt as though this easily slid into the bladder. I removed the scope and over the wire, placed a Dotter catheter with the Amplatz dilation kit. This went in easy and I went over this with the standard 12 dilator and then did 14, 16, 18, and 20 then did see some urine return. So I went over the wire with a 16-French Councill Catheter into the bladder and received urine.
Do I need to add the 52 modifier on 52281 because the cystoscope didn't go all the way into the bladder?
