Wiki Cystoscopy after hysterectomy by a different provider?

When a cystoscopy is performed immediately after a hysterectomy it is inclusive but what if another provider performs the cystoscopy, is it billable?
 
A procedure performed by a different physician (in a different group) would be billable. For example, if the gyn wanted a urologist to check, the urologist could bill the cysto.
That being said, it should (as always) be medically necessary. For example, if the gyn always calls in another provider to do it just so the procedure can be billed, that's not OK.
