The patient's penis was approximately 3 inches buried within the scrotal cellulitis and edema. I initially had attempted to place a catheter as noted above. This was unsuccessful so I obtained the cystoscope and perform cystoscopy through the buried penis tract. I was able to identify the meatus and the glans. A flexible tip guidewire as the placed successfully through the meatus and advanced up until it could not advance any further. The scope was then removed. At this point a 16 French council tip catheter was lubricated and placed over the guidewire and was successful in cannulating the meatus and we had return of urine once it was in the urinary bladder.

Would this be 52000.52 since we didn't go into the bladder or should I code this as 51703 because I will get reimbursed more? Patient is an inpatient.
 
I would do the 51703 because that's what was completed - and it appears to be what they originally set out to do.
