Wiki cytotec for IUD insertion

If a patient comes in for placement of cytotec by the provider for an IUD insertion the next day, is it correct to bill an e/m for this. I cannot find anywhere that says that this is included in the procedure. It is only done on rare occasions, not as the norm. Thanks for any help on this:)
