If provider removes intrauterine retained product of conception in the office via suction or other instruments, is it part of the e/m or can it be billed seperatly?

59812- Treatment of incomplete abortion, any trimester, completed surgically
59820- Treatment of missed abortion, completed surgically; first trimester

It is definitely billable separately and not included in E&M. The difference between the 2 codes you posed, 59812 and 59820 is whether POC have already left the body.
59812 for incomplete abortion, some POC have already left the body
59820 for missed abortion, pregnancy is lost, but POC are retained
If justified, the E&M would need -57 to indicate that is was the decision to perform the surgery.
